Driven by the strong international and domestic markets, the output value of the textile industry increased by 23% in the first three quarters, the total retail sales of clothing consumption increased by 25.7 from January to August, the export of textile and clothing reached 111.7 billion billion yuan, an increase of 19.46 percent, the profit of the whole industry increased by 37.3 percent, and the labor productivity increased by 19.6 percent. In general, the textile industry maintained a steady and rapid development trend.
At present, the country attaches great importance to energy conservation and environmental protection, and the national energy conservation and environmental protection situation is still very arduous. Under such circumstances, it is necessary and timely to hold the annual meeting of energy conservation and environmental protection in the national printing and dyeing industry.
The meeting was attended by more than 300 experts and representatives from printing and dyeing enterprises, related production enterprises, scientific research institutes and environmental protection companies, mainly to solve the problem of how to implement the task of energy conservation and emission reduction in China's textile printing and dyeing industry and how to reach a new level.

Since 2000, the textile industry has made great progress in energy conservation and emission reduction, and has received certain results.
During the "Tenth Five-Year Plan" period, the state has successively introduced a series of policies for environmental and resource issues. The textile industry has also increased its efforts in energy conservation and emission reduction, and has achieved results.
For example, in the chemical fiber industry, the energy consumption per unit product of viscose filament and viscose staple fiber decreased by more than 20% in 2005 compared with 2001, which was mainly due to the large-scale production of enterprises and the adoption of continuous production technology. In terms of water saving and emission reduction, the water consumption, fresh water intake and wastewater discharge of the textile industry's total industrial output value in 2005 decreased significantly compared with 2000, with a 30% drop in fresh water intake of the total industrial output value, the discharge of waste water decreased by 26.7; from 2000 to 2005, the discharge of waste water from 100 meters of printing and dyeing cloth decreased from 6.33 tons to 3.80 tons; and the discharge of waste water from 10,000 yuan of industrial added value in the printing and dyeing industry decreased from 885.5 tons to 405.0 tons. The above statistics can be seen that China's textile printing and dyeing industry has achieved certain results in energy saving and emission reduction.
2, China's textile printing and dyeing industry energy saving situation is still very grim
In 2005, there were 1778 printing and dyeing enterprises above designated size in my country. According to industrial sewage discharge statistics, the national printing and dyeing wastewater discharge reached 1.3 billion tons in 2005, accounting for about 80% of the total national textile industry discharge and 5.67 of the total national discharge.%.
The situation facing energy conservation and emission reduction is still very serious.
The main problems currently exist are:
(1) Weak awareness of environmental protection, social responsibility has not been implemented, simply pursue output and immediate profits, ignore the impact on the environment, win by quantity, compete to lower prices, and continue the extensive business model.
(2) Many enterprises are quite backward in technology and equipment, and have been listed in the restricted category of 74 dyeing and finishing production lines by the National Development and Reform Commission's "Industrial Structure Adjustment Guidance Catalog". Some enterprises are still using them.
(3) the development and application of new technology and new products, there is no corresponding environmental protection facilities.
Such as polyester filament fabric production, last year China's polyester production has reached more than 1000 million tons, most of the polyester filament fabric using alkali reduction process, alkali reduction is generally 10% to 30%.
According to the calculation of 10% alkali reduction, millions of tons of polyester fiber are dissolved in concentrated lye every year, thus turning precious oil resources and textile raw materials into the largest source of pollution.
(4) Insufficient capital investment in energy conservation and environmental protection, enterprises pursue recent interests, ignore or even ignore environmental protection, and it is difficult to promote energy conservation and emission reduction technologies.
(5) Lack of a scientific evaluation system for industry energy consumption, water consumption and sewage quota indicators, and inadequate consideration of energy, water consumption and pollution in the process.
(6) There is no effective intermediary service system, lack of targeted consulting services for enterprises, technical guidance for energy conservation and emission reduction, and weak promotion of advanced technology and equipment.
3. The task of completing the "Eleventh Five-Year" energy saving and emission reduction targets of the textile industry is still relatively arduous.
After this meeting, we should implement the work of energy conservation and emission reduction in a down-to-earth manner, and strive to achieve the goal of energy conservation and emission reduction in the textile industry.
Textile industry "eleven five" energy-saving emission reduction target is:
(1) The amount of fiber used per unit of output value is 20% lower than in 2004.
(2) The water consumption per ton of fiber is 20% lower than that in 2004.
(3) The power consumption per ton of fiber is 10% lower than that in 2004.
(4) The sewage discharge per unit output value is 22% lower than that in 2004.

3. Suggestions on Energy Saving and Environmental Protection in Printing and Dyeing Industry in the Future

This meeting set up four typical "excellent enterprises for energy conservation and emission reduction", namely Zhejiang Meixinda Printing and dyeing Group Co., Ltd., Lutai Textile Co., Ltd., Qingdao Phoenix Printing and dyeing Co., Ltd., and Fujian Fengzhu Textile Technology Co., Ltd.

2. Experience introduction of advanced enterprises in energy conservation and emission reduction

(1) Zhejiang Meixinda Printing and Dyeing Group Co., Ltd. mainly produces corduroy, yarn cards, flax and other varieties. In 2006, the production volume was 0.18 billion meters and the water consumption for 100 meters was 2.36 tons. Main process:

(2) Lutai Textile Co., Ltd. mainly produces high-grade yarn-dyed fabrics, with an annual output of 50 million meters of high-grade yarn-dyed fabrics.
Shorten the yarn-dyed weaving process, the direct winding after spinning is loose yarn, and the loose yarn is directly woven. Since 2002, dyeing has saved 9.143 million tons of water and 32.91 million yuan.
The use of beam dyeing is two fewer processes than bobbin dyeing, with 45 tons of beam dyeing per day, saving 950000 yuan per month.
The use of small bath ratio dyeing saves an average of 3.3 million yuan per year for dyeing auxiliaries and 3.5 million yuan for water and electricity.
(3) Qingdao Phoenix Printing and Dyeing Co., Ltd. is a typical batik industry. 95% of organic wax is recovered, and the wastewater reuse rate is over 90%, with obvious economic benefits.
The technical transformation of the original boiler in 2006 can reduce the energy consumption by nearly 5 million yuan per year, and the recycling of printed nickel mesh can save more than 300 million yuan per year.
(4) Fujian Fengzhu Textile Technology Co., Ltd. mainly produces knitted dyeing and finishing fabrics. It has long attached importance to environmental protection, energy saving and water saving, and comprehensively promoted clean production.
With biological enzyme pretreatment, with deoxygenase biological deoxygenation, reduce water, wastewater COD value can be reduced, the study of environmentally friendly solid color new technology, greatly reduce the cost of sewage treatment.
Pay attention to sewage treatment, with reverse osmosis desalination treatment technology, increase wastewater treatment and recycling.
In 2007, the wastewater reuse rate reached 70%, saving water and reducing emissions, with annual new economic benefits reaching 23.76 million yuan.

For example, Zhangjiagang Dongdu Textile and Garment Enterprise, while reaching the standard for sewage treatment, invested 75 million yuan and added a softening treatment of water washing to reach 80% reuse water rate. The cost was recovered in two years, and the fabric brightness was greatly improved, the color fastness was improved, and the quality was significantly improved.
3. Vigorously promote 35 advanced and practical technologies for energy conservation and emission reduction. These technologies are mainly summarized in the following aspects:
(1) New dyeing and finishing technology and equipment.
(2) New fiber processing technology.
(3) Waste water recycling and recovery technology.
(4) Printing and dyeing waste foreign matter recycling technology.
(5) Product online detection and control technology.
(6) New high-efficiency dyeing materials and auxiliaries, etc.
These technologies are mature and reliable, with good energy-saving and emission reduction effects, and obvious economic benefits. They are practical technologies worthy of promotion. The industry must promote the promotion and application of new technologies with great fanfare. There are advanced typical guides and advanced practical technologies to support us. It can effectively promote the development of energy conservation and emission reduction in the printing and dyeing industry.
